A referee is obliged to consider the safety of the players when making his decision. As has been pointed out there isn't a lot of space between the edge of the pitch and the perimeter fence. That perimeter fence might be a bit more secure if there was one single advertising board to bolster it. I've never seen a ground with so little advertising in it as I did looking at the highlights. Fence was knackered after goal due to crowd surge as no crush barriers, mistake from Spenny originally not making it all ticket and then steward opening up that part.
