There was a suggestion floated on here a few years ago that Northumbrian water would allow building on top of the pipe as long as access hatches were installed. Don't know if that is the case.

Surely to make the fan-owned model work you need a minimum degree of talent, skills and enthusiasm among your fanbase. We want a fan owned club but we don't actually have any fans capable of running the club. Seems like there is a flaw in the plan.
