Pikey is a term for travelers, not chavs. It comes from turnpike roads; i.e. someone who lives on the roads.
Gypsies or travellers cover a large spectrum of ethnic groups, so I'm not sure if consider pikey to be racist in itself, but it's certainly meant as an insult.
