If their fans misbehave again, then I don't think kicking them out of the tournament is exactly a small slap on the wrist. The small slap on the wrists is the suspended threat. If Russia were to be kicked out of the tournament I would be absolutely amazed. Any expulsion is also subject to an appeal...
