Dynamo Dresden (third bottom in the Second Division) played VfL Osnabruck (third in Third Division) in the German Second Division Relegation play off last season. Dynamo won so they stayed up and Osnabruck stayed down.
Then the German FA refused MSV Duisburg a license for the Second Division due to financial problems and relegated them to the Third Division. You might think the play off losers, Osnabruck, would therefore be promoted to the Second Division. But no, Sandhausen, who came second bottom in the Second Division have been reprieved instead...

Sounds the same as the Conference etc where a relegated team is reprieved instead of a runner up being promoted.

Yes, except there were two teams playing off for one place, so when a second place came available there was no need for the play off - except for television revenues of course...
