Not particularly costly at all - it can be but I spent a lot of time making sure we were getting the best deal by cutting a few corners here and there which has no effect on the end product. In fact based on today I’d say that we actually made a profit on the scheme in that the value of tickets that were purchased but not used far outweighed the cost for administering the system

And despite the low estimates on here doesn't that make 1,700 Darlington? Presumably on police advice it was all ticket?
