I'm not familiar with the U.S voting system but I'm sure there will be reasons why votes work like they do, however I'm sure voting in a huge country with multiple States is much more complex than The National League. According to the POF podcast, the clubs had just four minutes to make their case as did the board. If individual clubs wished to make a case, they had just two minutes each.
