I read the above explanation to be March 24, rather than March 23 for improvements to NL standard, but i get your point as that would be my concern too.

I've undoubtedly missed something, but the article only mentions the current status of BM (fit for NLN), and what the requirements are for the Football League. There's no mention of what the National League requirements are should we get there, or even get in the playoffs. I'm sure it isn't the case...
